Background
This contract is issued for the repair and maintenance of the F-16 Data Entry Display (DED) by the Department of Defense. The goal is to ensure that the DED meets all operational and technical requirements through a comprehensive overhaul process. The anticipated contract is a 2-year Indefinite Delivery Indefinite Quantity (IDIQ) contract aimed at maintaining mission readiness for the F-16 aircraft.

Work Details
The contractor shall perform the following tasks: inspect, test, repair, update, reassemble, calibrate, and retest Government Furnished Property (GFP) in accordance with technical data specifications to restore assets to serviceable condition. Specific tasks include:

1. Identifying Mission Capability (MICAPs) and setting work priorities to ensure repairs are made based on demand rather than in batches.

2. Conducting thorough inspections upon receipt of items to identify any deficiencies such as loose or damaged materials.

3. Implementing corrosion control and treatment methods as per military standards.

4. Maintaining an Electrostatic Discharge (ESD) control program for sensitive electronics.

5. Performing Environmental Stress Screening (ESS) tests when applicable.

6. Conducting Acceptance Tests (AT) to determine if GFP is serviceable without requiring repairs.

7. Executing repairs that range from minor fixes to major overhauls, including complete disassembly and reassembly of components.

8. Ensuring that all repaired items undergo a final acceptance test before being returned to service, including sealing all ports and connections to prevent contamination during shipping.

9. Adhering to strict preservation, packaging, and marking requirements as outlined in military standards for safe transport and storage.

The work will be conducted at the contractor's facility as specified in the contract.
