Amendment 04 shall: 1) Update Section L regarding the number of submittals required when using DoD SAFE (see attached SPRHA1-21-R-7000 & Section L_REV04232021). Please read and sign a copy of the amendment to confirm receipt.

Questions & Answers: 19APR-23APR2021 (see attached document QA 19APR-23APR2021); this is posted today (4/21/2021) due to the time sensitivity of a fast approaching closing date. Any updates to the Q&A will be posted by an "Alpha" revision (A, B, C, etc.) if necessary.

PLEASE NOTE: DOD SAFE will be unavailable on April 26 from 0600 EST to 0800 EST. Please plan accordingly.

Annoucement (Non-Amendment): The purpose of this announcement is to remind all parties that RFP closes April, 26th, 2021 at 2:00 PM Mountain Daylight Time. Please Review Section L for submittal options early to avoid any issues at closing.

Amendment 03:

1) Update Sections L & M to add rating and evaluation emphasis verbiage; see updated L & M attachments (Section L_REV04162021 & Section M_REV04162021, and SPRHA1-21-R-7000-0003 documents.

Questions and Answers Document for 12APR-16APR2021 was also added through this edit, however, was not required as an amendment; see QA 12APR-16APR2021 attachment.

Amendment 02:

1) Update the Performance Specification (PS) to the published version, and new template; which changes the format and PS drawing number, however, all technical requirements remain unchanged.

2) Update the Technical Requirements Document (TRD) Statement of Work (SOW) to reflect the new PS number, no other changes were made.

3) Update Section L & Section M to remove mention or implication of realism.

For further details see attached Amendment SPRHA1-21-R-7000-0002, updated TRD, Sections L&M and request the PS, as applicable. For those that have already requested, and been approved to receive the PS throughout the RFP process, an updated one will be sent automatically through DoD SAFE.

Background
The solicitation is for the F-16 Brake Control System Redesign (BCSR) program, which is necessary for continued operations throughout the remaining service life of the aircraft. The contracting office is DLA Aviation located at 6051 Gum Lane, Hill AFB, UT 84056.

Work Details
The contract requires the manufacture and delivery of the F-16 Brake Control System Redesign (BCSR). The proposal shall consist of three separate volumes: Volume I – Technical Capability and Program Risk, Volume II – Past Performance, and Volume III – Contract Documentation. The Technical Capability Volume shall include a detailed description of the organizational approach, schedule, methods, and resources to be used for executing the program. It should also address system architecture, performance, reliability, maintainability features, and risk management.

The Past Performance Volume requires the submission of Past Performance Information Sheets (PPIS) and Past Performance Questionnaires (PPQ) for relevant contracts demonstrating capabilities required by the RFP. The Contract Documentation Volume consists of completed and signed RFP sections A through K with necessary fill-ins and certifications for Sections C through K.
