Sources Sought Notice: FA8575_F15_PDM (Follow-Up)

The U.S. Government (USG) is issuing this follow-up Sources Sought (SS) notice for the F-15SA Programmed Depot Maintenance (PDM) program.

Important Information

  • Market Research Only: This is for information and planning purposes only. It is not a request for proposal and does not guarantee a future contract.
  • Based on Your Feedback: The USG has updated the program requirements based on the industry feedback we received from the previous Sources Sought. We are now asking for a second review.
  • Flight Safety & Facilities: Because the UIL inspection is critical for flight safety, any potential contractor must identify the existing facilities where they would perform this work if they are awarded the contract.
  • Ongoing Questions: You can email us questions at any time. The USG will do its best to answer them and will update this Sources Sought notice if needed.

Program Details

  • First 4 Jets: The first 4 jets will be inducted under the basic contract for Validation and Verification (VAL/VER).
  • Total Jets: The entire PDM program (basic contract plus all options) will cover a total of 145 F-15SA aircraft (82 Production and 63 Converted). This total depends on the Royal Saudi Air Force (RSAF) funding all options and the USG choosing to exercise them.

Background
The U.S. Government (USG) is issuing a follow-up Sources Sought notice for the F-15SA Programmed Depot Maintenance (PDM) program. The Royal Saudi Air Force (RSAF) has requested Foreign Military Sales (FMS) support for in-Kingdom PDM services for a minimum of six F-15SA aircraft. This initiative aims to sustain the operational readiness and service longevity of the RSAF F-15SA fleet, contributing to local industrial development and reducing reliance on foreign depot services.

Work Details
The contractor will perform scheduled PDM and related inspections as per the Work Specification for the RSAF F-15SA PDM. Key tasks include:

1) Perform nondestructive inspections of assets both on and off the aircraft;
2) Install assets that pass inspections back onto the aircraft;
3) Install Government Furnished Property (GFP);
4) Maintain GFP calibration dates;
5) Maintain GFP serviceability.

The contractor must also ensure compliance with applicable Technical Orders (TOs), Country Specific Technical Orders (CSTOs), and directives listed in the F-15SA PDM WS. The services will involve receipt, inspection, maintenance, modification, final processing, and delivery tasks for the F-15SA aircraft, including disassembly for access and inspection, structural and systems work, compliance with Depot-level Time Compliance Technical Orders (TCTOs), final processing, testing, and delivery.

Place of Performance
Services will be performed primarily at the Contractor’s Installation Facility located in XXX, Saudi Arabia. The Contractor may also travel to RSAF operating bases to perform aircraft pre-induction inspections.

Bidder Requirements
Contractor personnel must have security clearances at the Secret level for proper accomplishment of contract requirements. Additionally, personnel requiring access to SAG classified data or RSAF secure areas must have a Saudi secret clearance issued by SAG. The contractor must ensure that all personnel comply with security regulations including DoD procedures.
