Estimated contract award date is September 2024.

The Forest Service anticipates award of one to four Indefinite Delivery, Indefinite Quantity contracts with an ordering period of five (5) years from the effective date of the award or when the aggregate ceiling of $2 million is reached, whichever comes first. Individual task orders will be issued against a contract as program needs arise. Estimated time of performance will vary by task order. The IDIQ contract(s) will have an aggregate ceiling of $2 million. All task orders and subsequent modifications will not exceed $2 million over the term of the contracts. The Government is not obligated to award any task orders beyond the guaranteed minimum of $2,500. The majority of task orders will be valued under $25,000. However, individual task orders may be valued up to $300,000.

The actual number of IDIQ contracts awarded will be dependent on the qualifications submitted and the overall benefit to the Government.

Only firms with licensed Professional Surveyors (PS) in Puerto Rico will be considered. A Puerto Rico licensed PS must be in charge and responsible for work associated with each task order for property boundary surveying and corner establishment.

Task orders issued against awarded contract(s) will include a specific statement of work and will be negotiated as individual projects using Brooks Act procedures. The Government makes no representation as to the number of task orders or the actual amount of work to be ordered. Contractors are not guaranteed work in excess of the minimum guarantee.

Vendors interested in responding to this notice shall follow the instruction for submitting an SF330 detailed in the attached Request for Qualifications (RFQ).

Background
The U.S. Department of Agriculture (USDA) Forest Service has issued a Request for Qualifications (Synopsis) for an Indefinite Delivery Award Task Order Contract for Architect-Engineer (A-E) services for the El Yunque NF Land Surveying IDIQ FY 24 - FY28. The contract will have an ordering period of five years or until the aggregate ceiling of $2 million is reached, whichever comes first. The majority of task orders will be valued under $25,000, with individual task orders potentially valued up to $300,000. Only firms with licensed Professional Surveyors in Puerto Rico will be considered.

Work Details
The contract requires professional Land Surveying Services for a Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) Contract, with the specified work to be 100% located within or nearby the boundaries of the El Yunque National Forest (EYNF) and International Institute of Tropical Forestry (IITF) facilities and isolated parcels located in Puerto Rico. The contract will have a shared ceiling of $2 million, and all task orders and subsequent modifications will not exceed this amount over the term of the contracts. The services to be performed include standard tie lines, boundary marking, GPS survey grade corner ties, plat and report of survey, property and corner maintenance, right-of-way survey, previously misplaced monument handling, property line obliteration, topographic surveys, and various other related tasks.

Period of Performance
The ordering period of this IDIQ contract will be 1 Base Year and 4 Optional Years from the effective date of the award or when the contract ceiling of $2 Million is reached, whichever comes first.

Place of Performance
The geographic locations where the contract work will be performed include the El Yunque National Forest and International Institute of Tropical Forestry lands in Puerto Rico.
