Background
The contract is for eyeglasses and optician services for the VISN 15 network. The Department of Veterans Affairs (VA) has an ongoing program to provide prescription eyeglasses to eligible veterans. The contractor is required to provide prescription eyeglasses and onsite optician services at various VA facilities within the Heartland VA Health Care Network (VISN 15). The contract is for a five-year ordering period utilizing individual task orders. The contractor must be competent and licensed opticians, and all licenses held by the personnel working on this contract must be full and unrestricted licenses. The contractor must also have robust internal quality control and final inspection processes in place to ensure the delivery of quality eyeglasses.

Work Details
The specific products to be manufactured or delivered under the contract include prescription eyeglasses in various lens types (single vision, bifocal, trifocal, progressive) and frames (metal, titanium, plastic, safety). The lenses must meet ANSI standards and be available in different materials such as glass, CR-39, polycarbonate, and high index. The frames must meet ANSI standards for dress frames or safety frames. The contractor must offer veteran beneficiaries the option to privately pay for upgrades such as anti-reflective coating and photochromatic lenses. All orders for eyeglasses must be delivered within seven business days after receipt of the prescription/order.

Period of Performance
The contract is for a five-year ordering period utilizing individual task orders.

The product will be delivered to various VA facilities within the Heartland VA Health Care Network (VISN 15), including Columbia, MO; Kansas City, MO; Leavenworth, KS; Marion, IL; Jefferson City, MO; Rolla, MO; Warrensburg, MO; Lenexa, KS; North Kansas City, MO; Evansville, IN; Mt. Vernon, IL; Cape Girardeau, MO; Farmington, MO; Poplar Bluff, MO; St. Louis, MO; Topeka, KS; and Wichita, KS.
