Subject: Solicitation No:19PK4026Q5009 Exterior Facade Repair
Enclosed is a Request for Quotation (RFQ) for Exterior Fa ade Repair for US Consulate General Karachi. If you would like to submit a quotation, follow the instructions in Section J & K of the solicitation, complete the required portions of the attached document, and submit it to the address shown on Standard Form 1442 that follows this letter. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
The Consulate intends to conduct a pre-bid site visit on June 30th, 2026, at 11:00am (Pakistan standard time). Offerors interested in attending must e-mail: KRCprocurementContracting@state.gov below details on or before June 25th, 2026, 15:00Hrs.

Only two people from each firm may participate in the pre-proposal site visit. Following the site visit all relevant questions must be submitted no later than COB 1st July 2026
Quotations are due by July 15th, 2026, 15:00Hrs (Pakistan standard time). No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted. Bids must be submitted electronically to Krcprocurementcontracting@state.gov. It is important to make sure the submission is made in Adobe Acrobat (pdf) file format not to exceed 30MB. If the file size should exceed 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.
For a quotation to be considered, you must also complete and submit the following:
1. SF-1442
2. Section A, Pricing
3. Section L Representations and Certifications
4. Additional information as required in Section J&K

Background
The U.S. Consulate General Karachi is issuing a Request for Quotation (RFQ) for the Exterior Facade Repair project. The goal of this contract is to repair the exterior and interior elements of the consulate building, ensuring safety, functionality, and aesthetics.

The U.S. Government intends to award a contract to the responsible company that submits an acceptable offer at the lowest price.

Work Details
The Contractor shall provide all labor, materials, equipment, and supervision to complete the following tasks:
1) Replacement of Facade Granite: Remove existing damaged granite stone panels and supply/install new granite panels matching original design;
2) Replacement of Damaged Pavers: Remove and dispose of damaged tiles and pavers from designated exterior areas;
3) Repairs to the Ceiling: Inspect, remove, and replace damaged ceiling materials;
4) Finishing Works: Perform surface preparation, priming, and painting of walls and ceilings.

Additional safety measures must be followed for high-risk activities such as scaffolding and working at heights.

Period of Performance
The Contractor shall begin performance within 10 calendar days after receiving the award and complete it within 30 working days.

U.S. Consulate General Karachi.

Bidder Requirements
Bidders must furnish any required performance and payment bonds within 10 days after award. Contractors must have relevant licenses for construction work, comply with safety regulations including submission of a Site Safety and Health Plan (SSHP), and be subject to risk analysis vetting for key personnel.
