Amendment 0001: The purpose of this amendment is to extend the RFP close date to 28 October 2024.

This requirement is being solicited as a sole source SBIR (Small Business Innovative Research) Phase III to SEACORP in accordance with the Small Business Act (15 U.S.C. 638). The requirement is a Cost Plus Fixed Fee (CPFF), Indefinite Delivery, Indefinite Quantity type contract to SEACORP, CAGE Code 2V276, Middletown, RI 02842. This requirement is for the continued development, upgrade, and application of the Extensible Markup Language (XML) Test Data Analysis Tool (XTDAS) on all United States Navy submarines currently deployed. SEACORP owns, and has full rights and title to, the data that was developed under previous SBIR efforts.
This requirement is a follow-on to N66604-20-D-L000 with SEACORP and it is anticipated that 233,170 man-hours will be required over the five-year period of performance. The NAICS Code is 541715 and the size standard is 1000 Employees.

This solicitation notice is not a request for competitive proposals. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.

Background
This requirement is being solicited as a sole source SBIR (Small Business Innovative Research) Phase III to SEACORP in accordance with the Small Business Act (15 U.S.C. 638).

The contract is a Cost Plus Fixed Fee (CPFF), Indefinite Delivery, Indefinite Quantity type contract aimed at the continued development, upgrade, and application of the Extensible Markup Language (XML) Test Data Analysis Tool (XTDAS) on all United States Navy submarines currently deployed.

SEACORP owns the data developed under previous SBIR efforts. This solicitation is a follow-on to N66604-20-D-L000 with SEACORP, requiring an estimated 233,170 man-hours over five years.

Work Details
The contractor shall continue to develop, upgrade, and adapt XTDAS technology for collecting and analyzing Submarine NPES and other combat and weapon system data for Payload Integration and Test and Evaluation (T&E).

Key tasks include:
1. Developing and maintaining various XTDAS hardware and software variants for each Technical Insertion/Advanced Processor Build (TI/APB) cycle required for US Submarines.
2. Utilizing XTDAS to support Developmental and Operational Test planning and execution efforts.
3. Providing subsystem test, evaluation, integration, system engineering, technical support services to NUWCDIVNPT.
4. Conducting laboratory, dockside, and at-sea testing as per developed test plans.
5. Analyzing collected data to assess whether test objectives were met.
6. Attending meetings to gather necessary information about combat systems designs.
7. Maintaining accountability for all test data including logging, recording, backup, storage, packaging, and mailing.

Period of Performance
The estimated period of performance is five years from the date of contract award.

Place of Performance
The work will be performed at SEACORP Facility in Middletown, RI; Naval Undersea Warfare Center in Newport, RI; Naval Ordnance Test Unit in Port Canaveral FL; Atlantic Undersea Test and Evaluation Center; other contractor labs; on-board US ships; and ranges.
