Please be advised that only Contractors of the Small Business Indefinite Delivery / Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) for Utility Mechanical Construction, Primarily in the Hampton Roads, Virginia Area of Responsibility (AOR) (Contract Nos. N4008523D0043/0044/0045/0046/0047/0048) can provide a proposal for this project [Extend 35kV Circuit from Navy South Substation to SA Substation at NSA HR, Norfolk, VA]. Contractor must provide supervision, labor, material, and equipment required to perform all work for the following project: Extend 35kV Circuit from Navy South Ckt #5 to Switch 232. This project will extend a 34.5 kV underground circuit from Navy South Switching Station circuit #5 (NS-5) to existing Switch #232, way 1. This underground circuit will replace NS-15 overhead circuit as the primary 34.5kV line for the SA Substation. The NS-15 overhead circuit will then provide redundancy for the SA Substations. Demolition work includes circuit NS-5 from Navy South Switching Station from existing circuit breaker to electrical manhole (EMH) #3803 to EMH #3804 to EMH #3805 to EMH #3746 to EMH #3745 to EMH #3744 to EMH #3743A. New work includes providing 3-1/C #750kcmil 35kV EPR and 1#4/0, 600V Cu ground from existing circuit breaker #5 in Navy South Switching Station to Switch 232 way 1 through the existing underground ductbank system from EMH #3803 to EMH #3408B. Refer to NAVFAC Executable Scope Work Order No.: 1747833 (Attachment A) for additional information.

The contract is issued by NAVFAC Mid-Atlantic, specifically the Public Works Department Norfolk, with the goal of extending a 35kV underground circuit from the Navy South Substation to the SA Substation at NSA Hampton Roads, Norfolk, Virginia.

Work Details
The contractor is required to provide supervision, labor, material, and equipment necessary for the following tasks:
1. **Demolition Work**: Demolish circuit NS-5 from Navy South Switching Station from existing circuit breaker to electrical manholes EMH #3803 through EMH #3743A.
2. **New Work**: Extend a 34.5kV underground circuit from Navy South Switching Station circuit #5 (NS-5) to existing Switch #232. This includes providing 3-1/C #750kcmil 35kV EPR and 1#4/0, 600V Cu ground from existing circuit breaker #5 in Navy South Switching Station to Switch 232 through the existing underground ductbank system.
3. **Electrical Manhole Inspection**: Conduct an inspection of all 29 manholes involved in the project as per the Electrical Manhole Inspection Report (EMIR) requirements.
4. **Safety Compliance**: All work must comply with U.S. Army Corps of Engineers Safety Health Requirements Manual EM-385-1-1 and include submission of an Accident Prevention Plan (APP) and Activity Hazard Analysis (AHA).
5. **Submittals**: The contractor must submit various documents for government approval prior to construction activities including shop drawings, product data, test reports, and site plans.
