Expression of interest - PR16122610 Building Automation System (BAS).

The U.S. Government requests companies with the proficiency and financial means and expertise to provide services for building automation and HVAC:

Scope of work includes but is not limited to:

  • Post requires Building Automation System (BAS) replacement and upgrade services. The Contractor shall replace the legacy control system(s) at Post as described in this Statement of Work. The Contractor shall install the new Building Automation System(s) in a safe, reliable, and efficient manner. The Contractor shall also provide inventory, documentation, and reporting services to OBO, the Building Engineer, and Post Facility Maintenance Staff (FMS).

Note that NO DEPOSIT payments will be authorized.

The Embassy issues only fixed priced contracts; therefore, you must confirm that your prices will remain fixed. The US Embassy will make no provision for fluctuations in price or exchange rates once the order has been placed. If your price is dependent on these fluctuations, you MUST make provision for possible increases in your quoted price.

Available Payment methods:

EFT Payment will be made within 30 calendar days after delivery of goods and/or services AND receipt of invoice, whichever is later.

The attached FAR and DOSAR clauses attached form part of this contract.

Background
The U.S. Government, specifically the Department of State's Bureau of Overseas Building Operations (OBO), is seeking qualified contractors to provide services for the replacement and upgrade of the Building Automation System (BAS) at the U.S. Embassy in Pretoria, South Africa.

The current legacy control systems are obsolete and pose operational risks, necessitating a reliable and efficient replacement to ensure proper HVAC management and building operations.

Work Details
The scope of work includes:
- Replacement of legacy BAS controllers, including Trend IQ series controllers and associated hardware.
- Installation of new BAS components such as Tridium Niagara N4 supervisory software, Tridium JACE 9000 network managing controller, ISMA field controllers, operator interface touchscreens, and necessary networking equipment.
- Decommissioning existing systems and ensuring compatibility with remaining field devices.
- Full programming of new controllers to replicate and enhance existing operational sequences for HVAC systems.
- Documentation deliverables including As-Built drawings, O&M manuals, and training for Embassy staff.
- All work must comply with applicable codes and standards including IBC, ASHRAE, NFPA/NEC.

Bidder Requirements
Bidders must demonstrate proficiency in BAS installation and maintenance, provide proof of manufacturer certifications for personnel involved in the project (specifically Tridium for Niagara N4 and JACE 9000), and submit a detailed technical equipment list with their proposal.

All parts must be new; remanufactured components are not permitted.
