4/11/2023:The purpose of Amendment 02 is to update the EXPRESS On Ramp RFQ. Changes include: Updated Attachment 0006, Performance Capability Updated Attachment 0014, Questions and Answers Quote submission only in DoD SAFE, see 3.1.9. Section 5.2 has been deleted and is now reserved. Intent to bid and SAFE Link instructions added, see 3.1.9. All offerors shall notify the Government their intent to bid by close of business Wednesday, 19 April 2023 to receive a DoD SAFE link. All offerors who are intending to bid shall provide the Government a point of contact (email address and phone number) to receive the SAFE link. The EXPRESS On-ramp RFQ closing date and time for Phase 1 is now 26 April 2023 at 4:00pm Central Standard Time (CST). 4/5/2023: This update is provided to update to Amendment 01 of the RFQ. The following documents have been updated: Request for Quote AMD 01 and Attachments 0006, 0013, 0014. 3/28/23: The following is an update to the EXPRESS on ramp. Reponses to the questions were projected to be posted on March 28, 2023. Due to the number of questions that were received, there has been a delay in responding as we are making the corresponding changes to the RFQ and attachments. The Government anticipates posting Amendment 01, questions, and answers by COB April 5, 2023. The due date for Phase 1 submissions will be extended in Amendment 01. 3/14/2023: Final RFQ is provided. eBuy RFQ closing date aligns with the date in the RFQ. 3/10/2023: Remove Attachment 0005 to correspond with Request for Quote list of attachments. These services may take the form of information, advice, opinions, alternatives, analyses, evaluations, recommendations, training, and technical and management support. The EXPRESS program consists of five (5) domains in which services may be ordered: Technical, Programmatic, Logistics, and Business and Analytical (B&A). Competitively awarded BPAs have been established in each of the domains as follows: Business & Analytical - 5 BPAs, Logistics 10 BPAs, Programmatic - 14 BPAs, Technical (Research & Design) 11 BPAs and Technical (Non-Research & Design) - 18 BPAs.
