Explosive Odor Detection Canines - Personnel Screnning

Background
The United States Secret Service (USSS), Special Operation Division (SOD), Detection Canine Team, is seeking to establish a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for personnel screening canines.

The mission of the USSS is to protect against explosive devices using canines trained to detect odors consistent with explosives. This solicitation aims to procure canines that meet specific operational needs outlined in the Statement of Work (SOW).

Work Details
The contract will involve the delivery of up to 64 Explosive Odor Detection Canines for personnel screening over a five-year period. The requirements include:
1. Four (4) canines by approximately October 4, 2026, from a candidate pool of at least seven (7).
2. Six (6) canines by approximately July 12, 2027, from a candidate pool of at least ten (10).
3. Six (6) canines by approximately February 14, 2028, from a candidate pool of at least ten (10).

All canines must be trained for daily explosive odor detection at USSS protected venues and come with a one-year warranty covering health and performance failures. Vendors must also be active participants in the DHS Domestic Breeding Consortium.

Period of Performance
The general period of performance for this contract shall be one year from the day USSS takes possession of the canines, with an additional one-year unconditional warranty.
