THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY

This Sources Sought is to determine the availability of businesses to include small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, and Woman Owned Small Businesses) to provide the required products.

This does not commit the Government to contract for any supply or service. Responders are advised the Government will not pay for any information or administrative costs incurred in response to this Sources Sought. All costs associated with responding to this Sources Sought will be solely at the interested party's expense. Not responding to this Sources Sought does not preclude participation in any future RFQ, if issued.

The 60th Security Forces Squadron (60 SFS/S-5) requires two (2) handheld explosive trace detection (ETD) devices to enhance base security and ensure compliance with DAFI 31-101, Base Defense Operations, dated 10 September 2024, paragraph 4.6.4., regarding Commercial Vehicle Inspection (CVI) access points. These ETD devices will supplement existing K-9 explosive detection capabilities and provide a critical layer of defense against explosive threats. Rapid and accurate screening of commercial, delivery, and contract vehicles entering the installation is paramount to maintaining a safe and secure environment.

Background
The 60th Security Forces Squadron (60 SFS/S-5) is seeking to enhance base security and ensure compliance with Department of the Air Force Instruction (DAFI) 31-101, Base Defense Operations. The goal of this contract is to procure two handheld explosive trace detection (ETD) devices that will supplement existing K-9 explosive detection capabilities and provide a critical layer of defense against explosive threats, particularly at Commercial Vehicle Inspection (CVI) access points.

Work Details
The contractor shall provide the following:

1. Equipment:
1.1 Two (2) handheld trace detection devices rated for both explosives & drugs.
1.2 Sampling capabilities for solids, powders, and liquids including Nitroaromatics, Nitramines, Nitrate, Esters, HMEs, Inorganic Nitrates, Peroxides, Chlorates-Perchlorates / Fentanyl, Heroin, Meth, Cocaine, Synthetics, THC, CBD, DMT, PCP, LSD, Mushrooms, GHB, Suboxone, Ketamine, Nitazenes, Benzos.
1.3 Must have a <1% or better false positive/false negative rate.
1.4 Must have a reachback and updates clause at no additional cost.
1.5 Must start up in <30 seconds or better.
1.6 Must have zero downtime between tests.
1.7 Must not require calibration.
1.8 Must have a battery life >12 hours.
1.9 Must weigh <1 lb per device.

2. Consumables: must come with two years’ worth of explosive consumables (40K).

3. Operating Temperature: 25°F to 125°F.

4. Electrical requirements: 100-240 VAC.

5. Equipment warranty (4 years) must be included.

6. All freight, handling & labor charges must be included.
