The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Federal Protective Service (FPS) is issuing this request for proposals (RFP) on an unrestricted basis to solicit proposals for the purpose of awarding a contract for Explosive Detection Canine Team (EDCT) services in Manhattan, NYC, NY and Bethesda, MD for a base year and 4 one-year option periods. There are no planned pre-proposal site visit.

If interested in submitting a proposal for this solicitation, you are requested to complete DHS Form 11000-6 - NDA, that is provided as an attachment to this posting to receive a copy of the post exhibit. Submit a completed Non-Disclosure Agreement (DHS Form 11000-06) via email to carly.diffenderfer@fps.dhs.gov. The post exhibit will be sent upon receipt of the completed form.

Amendment 0001 establishes question due date.

Amendment 0002 extends the due date for proposals.

Background
The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Federal Protective Service (FPS) is issuing a request for proposals (RFP) to solicit proposals for Explosive Detection Canine Team (EDCT) services.

The contract aims to enhance security at federally owned, leased, or occupied facilities in Manhattan, NYC, NY, and Bethesda, MD. The FPS's mission is to protect federal facilities and their occupants through law enforcement and security operations.

Work Details
The contractor shall provide Explosive Detection Canine Team (EDCT) services which include:
1. Management and supervision of EDCT personnel.
2. Provision of all necessary resources including training, equipment, supplies, licenses, permits, and insurance.
3. Conducting inspections and monitoring compliance with contract requirements.
4. Ensuring effective performance of EDCT services as outlined in the Statement of Work (SOW).
5. Maintaining a Seniority List of employees covered under the Service Contract Labor Standards statute.
6. Providing temporary additional services as needed for special events or increased security requirements.

Period of Performance
The contract will have a base period of one year with four one-year option periods, totaling up to 60 months if all options are exercised.

Place of Performance
Services will be performed primarily in Manhattan, New York City, NY and Bethesda, Maryland.
