PRESOLICITATION NOTICE for W912GB23R0033: Firm-Fixed-Price Design-Build Contract for Design and Construction of the Explosive and Ammo Loading/Unloading Apron at Mihail Kogalniceanu Main Camp, Romania

1. ANTICIPATED PROJECT TITLE: Explosive Cargo Apron at MK Air Base, Romania

2. AGENCY: U.S. Army Corps of Engineers (USACE) Europe District (NAU)

3. NAICS: 237310, Highway, Street, and Bridge Construction

6. SOLICITATION NUMBER: W912GB23R0033

7. DESCRIPTION: USACE NAU intends to issue a solicitation and awarding an unrestricted, full and open competitive acquisition, which will result in the award of a Firm-Fixed-Price (FFP) stand-alone (C-Type) construction contract. The Government will use Two-Phase Design-Build Selection Procedures for the establishment of the contract in accordance with FAR Subpart 36.3 and ER 1180-1-9, as authorized by 10 USC 2305a.

8. TYPE OF CONTRACT: This solicitation will be for award of a Firm-Fixed-Price (FFP) stand-alone (C-Type) construction contract.

9. TYPE OF SET-ASIDE: This acquisition will be an unrestricted action under full and open competitive conditions. Small and Small Disadvantaged Business requirements are waived for this project due to its location OCONUS.

10. SELECTION PROCESS: The acquisition strategy will be a Best-Value Procurement, utilizing a Tradeoff Source Selection Process (see FAR 15.101-1). This process allows for a tradeoff between non-cost factors and cost/price and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated proposal to achieve a best-value contract award.

11. CONTRACT MAGNITUDE: According to DFAR 236.204 - Disclosure of the Magnitude of Construction Projects the estimated Magnitude of Construction for this acquisition is between $25,000,000 and $50,000,000.

12. PRE-PROPOSAL CONFERENCE: It is anticipated that a Pre-Proposal Conference and Site Visit will be held. The solicitation will provide actual dates and information on the Pre-Proposal Conference and Site Visit.

13. SOLICITATION WEBSITE: Contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ prior to award of this contract. Solicitation documents, plans and specifications will only be available via Beta.Sam.gov (https://beta.sam.gov/) website. The solicitation will be available only as a direct download. It is therefore the Contractor's responsibility to monitor the website daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. 14. ANTICIPATED SOLICITATION RELEASE DATE AND AWARD DATE: The Government anticipates releasing the solicitation on or about 24 April 2023. The Government intends to award the contract by 25 September 2023. Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted.

15. NOTICE TO OFFERORS: The Government reserves the right to cancel any or all the solicitation(s), either before or after the proposal opening with no obligation to the offeror by the Government.
