Description

The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative solutions in foundational technologies to produce high-energy-density, high power-density electrically rechargeable batteries and fuel cells and rapidly transition them to end users. The program seeks to combine endurance and range advantages enabled by fuels with the logistical and operational advantages provided by electrical systems. Solutions may include room-temperature or higher-temperature devices and can be air-breathing or air-independent.
Under this solicitation, DARPA is specifically seeking abstracts from Battery Developers for projects to advance core technology and manufacturing. Under separate cover, a solicitation will be issued at a later date to select End Users who will be responsible for integrating the resulting ExPEDitions technology into operational devices. Throughout this solicitation, the terms "Battery Developer" and "performer" may be used interchangeably to refer to the entities responsible for executing the technical objectives described herein.
Background
The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative solutions in foundational technologies to produce high-energy-density, high power-density electrically rechargeable batteries and fuel cells. The program aims to combine endurance and range advantages enabled by fuels with the logistical and operational advantages provided by electrical systems.

The ExPEDitions program seeks to rapidly transition these technologies to end users, specifically targeting Battery Developers for projects that advance core technology and manufacturing.

Work Details
The ExPEDitions solicitation focuses on advancing foundational cell chemistry, materials, and architectures for developing prototype batteries. Key tasks include:
1) Demonstrating a prototype battery at Technology Readiness Level (TRL) 5-6 within 18 months;
2) Collaborating with End Users to integrate the battery into operational devices;
3) Investigating innovative approaches that enable revolutionary advances in battery science, devices, or systems;
4) Excluding primary battery development and basic research without application components;
5) Addressing safety concerns and manufacturability of critical materials;
6) Meeting specific metrics for energy density, power density, rechargeability cycles, and cost throughout the program phases.

Period of Performance
The ExPEDitions program spans a total of 36 months, divided into an 18-month Phase 1 (Base Year) focused on research and development of battery prototypes. This is followed by an optional 18-month Phase 2 (Option Period I) for integration and refinement with End Users.

Bidder Requirements
Battery Developers must demonstrate capabilities in advancing high-energy-density batteries and rechargeable fuel cells. They should provide preliminary technical rationale supporting their proposed solutions' ability to meet program goals and metrics. Proposals must define operational specifications such as temperature and pressure conditions affecting end-use. Additionally, proposers must have a Unique Entity Identifier (UEI), be registered, and not be suspended or debarred from federal awards.
