Description

This is a non-personal services contract. The purpose of the Expeditionary / Contingency Medical Material (ECMM) Program is to provide qualified personnel, services, and expertise to provide analytical and management support, medical logistics support, and general warehousing services to assemble, manage, support, maintain, repair, calibrate, deploy, reconstitute, and sustain ECMM assemblages (including components) in pre-determined and standardized configurations. An assemblage is an authorized (and approved) allowance listing of equipment and supplies (medical and non-medical) which are necessary to equip, operate, maintain, and provide health service support activities across a full range of military and humanitarian operations. The contractor will provide support/services to staffed and unstaffed United States Air Force (USAF), Air Force Reserve Command (AFRC), Air National Guard (ANG), United States Army (USA), and the JANUS Project (not an acronym) installations within the CONUS and OCONUS Theater of Operations. This includes the possibility for temporary surge in operations/workload for contingency, humanitarian, and base exercises.

Background
This is a non-personal services contract for the Expeditionary / Contingency Medical Material (ECMM) Program. The purpose of the program is to provide qualified personnel, services, and expertise to provide analytical and management support, medical logistics support, and general warehousing services to assemble, manage, support, maintain, repair, calibrate, deploy, reconstitute, and sustain ECMM assemblages in pre-determined and standardized configurations. The contractor will provide support/services to staffed and unstaffed United States Air Force (USAF), Air Force Reserve Command (AFRC), Air National Guard (ANG), United States Army (USA), and the JANUS Project installations within the CONUS and OCONUS Theater of Operations. This includes the possibility for temporary surge in operations/workload for contingency, humanitarian, and base exercises.

Work Details
The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and non-personal services necessary to perform ECMM services as defined in the Performance Work Statement (PWS). This includes assembling all materiel as stated on the bill of materials for specific assemblages; ordering and managing all packaging materials in advance of the completion of the assemblage based on the projected assembly date; managing internal components of the assemblage on the Medical Material Information Systems (MMIS); performing an annual inventory of all on-site MC-CBRNIMAHR assets alongside appropriate HSMR IMAHR Team Chief; performing routine scheduled maintenance for medical and non-medical equipment items in assigned WRM assemblages; performing routine scheduled maintenance and operations checks on all assigned IM/IT, Radio, and Communication items within WRM assemblages; forecasting and submitting requests to government personnel for shipping material within 72 hours of notification; performing warehousing such as receipt and issue processing, materiel labeling, conducting inventories, QC/surveillance, inspecting materiel as required by MMQC message instructions; providing security of sensitive items; conducting disposal and destruction of materiel; conducting MHE operations by qualified licensed personnel.

Period of Performance
The contract includes a base year period of performance with four option periods. The base year starts on 01 August 2023 and ends on 31 July 2024. The option periods are: Option Period I: 01 August 2024 – 31 July 2025; Option Period II: 01 August 2025 – 31 July 2026; Option Period III: 01 August 2026 – 31 July 2027; Option Period IV: 01 August 2027 – 31 July 2028.

Place of Performance
The geographic locations where the contract will be performed include AF CSDC (Port San Antonio), Charleston & Travis AFB for In-Garrison ECMM services. Routine planned travel will be provided to unstaffed AF CONUS sites. Unplanned travel/surge efforts may be required to meet unforeseen or acute AF mission requirements. Additionally, ECMM services will be provided for the JANUS program, ANG, and Army.
