Background
The contract is issued by the Federal Highway Administration (FHWA) with the purpose of providing rapid response road construction in and near California. The contract aims to improve low-volume and low-speed roadways through various construction methods, including resurfacing, restoration, rehabilitation, and full reconstruction.

The work will involve collaboration with multiple partners such as the National Park Service (NPS), Fish and Wildlife Service (FWS), United States Forest Service (USFS), Bureau of Land Management (BLM), and local municipal agencies. Funding will come from programs like the Federal Lands Access Program (FLAP) and Emergency Relief for Federally Owned Roads (ERFO). The maximum value of the Multiple-Award Task Order Contract (MATOC) is estimated at $250 million, with an average task order value of $25 million.

Work Details
The scope of work includes a variety of construction tasks such as earthwork, soil stabilization, structures, bridges, walls, drainage systems, surfacing, culverts, and parking lots. Projects may be located in environmentally sensitive areas requiring context-sensitive construction techniques.

The specifications for the majority of work will follow guidelines from the American Association of State Highway Transportation Officials (AASHTO) and Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects. Task orders will be awarded based on competition among MATOC holders or may be awarded via sole source if justified.

Place of Performance
Primarily in California but not limited to this state; projects may extend to other locations as required.
