Statement of Requirements (SOR) for National Environmental Policy Act (NEPA) and Other Environmental Review Support Services 1.0 BACKGROUND The Export-Import Bank of the U.S (EXIM) is required to comply with the National Environmental Policy Act (NEPA) to fulfill its mission objectives. NEPA, the Nation's basic charter for environmental protection, requires federal agencies to consider the potential environmental impacts of their proposed actions. NEPA promotes better agency decision making by ensuring that high-quality environmental information is available to agency officials and the public before the agency decides whether and how to undertake a major Federal action. 2.0 SCOPE/OBJECTIVES This Blanket Purchase Agreement (BPA) is intended to provide onsite and offsite non-personal contractor support services to the Export-Import Bank of the U.S (EXIM) for the preparation of environmental impact statements (EISs), environmental assessments (EAs), and related documents to comply with the National Environmental Policy Act (NEPA), to [ensure America's economic security and prosperity by addressing its energy, environmental and nuclear challenges through transformative science and technology solutions.]financing gaps in the export industrial base in an environmentally sound manner. This Blanket Purchase Agreement (BPA) is intended to provide onsite and offsite non-personal contractor support services to the Export-Import Bank of the U.S (EXIM) for the preparation of environmental impact statements (EISs), environmental assessments (EAs), and related documents to comply with the National Environmental Policy Act (NEPA), to ensure America's economic security and prosperity by addressing its energy, environmental and nuclear challenges through transformative science and technology solutions to financing gaps in the export industrial base in an environmentally sound manner. The requirements and deliverables sections of this PWS are expressed generally. The Ordering Contracting Officer (OCO) within EXIM issuing an Order under this BPA may provide specific provisions, requirements, and guidance applicable to the Order in support of EXIM's under this BPA. Subjects of EXIM's future project and programmatic NEPA documents that reflect EXIM's diverse missions, include but are not limited to: - Financing construction of diverse manufacturing facilities, on both previously disturbed and undisturbed land - Financing mining and mineral processing facilities, both surface and subsurface - Financing rehabilitation and renovation of existing manufacturing facilities - Financing other investments in physical infrastructure which may increase U.S. exports capacity - Financing any other project that may meet EXIM's mission of supporting jobs through exports
