In 2024, the Library opened a new 3,700-square-foot Treasures Gallery that enables the Library to share the collections that belong to the American people and that deepens the connections visitors will make with theme. This gallery includes permanent casework to enable rotating themes that showcase the Library's treasures,' broadly defined. The Library seeks an experienced exhibit design firm to design the Library's next showcase theme within this gallery, Founding Phrases, which explores the legacy of the Declaration of Independence in honor of the semi-quincentennial of the Declaration. The Library is a federal partner for the America250 Commission.

The work to be performed under this contract shall include design of the case layouts and all related graphic design and promotion for the Founding Phrases Exhibition. The Contractor shall provide expert quality, creative design services for the Library for the upcoming exhibition, Founding Phrases.

**Amendment 0001** 10/4/2024

The purpose of Amendment 0001 is as follows:
1. To provide Attachment J-5 - 030ADV25R0002 - Responses to Offeror Questions.

Amendment 0002 11/19/2024

The purpose of this amendment is to extend the proposal due date, revise Sections B, C, F, L and Attachments J-3 (Past Performance Questionnaire) and J-6 (Deliverable and Price Schedule). See attached amendment for details.

Past Performance Questionnaire (PPQ) - Additional Information

Offerors that submitted proposals and are not changing the projects provided for the Corporate Experience and Past Performance sections of the solicitation do not need to complete the revised PPQ. However, offerors that are changing the projects provided/providing new projects and/or have not submitted PPQs for the projects listed for the Corporate Experience and Past Performance sections in their proposals must complete the revised PPQ (Attachment J-3 - Revised 11/19/24) as stated in the solicitation.

Background
In 2024, the Library of Congress opened a new 3,700-square-foot 'Treasures Gallery' to share collections belonging to the American people and enhance visitor connections.

The Library seeks an experienced exhibit design firm to create the next showcase theme, 'Founding Phrases,' which honors the legacy of the Declaration of Independence in celebration of its semi-quincentennial. The Library is a federal partner for the America250 Commission.

Work Details
The contractor will provide expert quality, creative design services for the Founding Phrases Exhibition, including:

- Planning consultations;
- Concept design;
- Design development;
- Final exhibition design utilizing existing casework and developing additional wall or special element design bid packages;
- Fabrication cost estimates as needed.

All design work must meet museum quality standards and conservation and security standards set by the Library of Congress. The contractor's key personnel must be available on-site to take field dimensions and ensure tasks are accomplished satisfactorily. Changes required by the Contracting Officer's Representative (COR) must be made within 14 business days, with feedback provided within 5 business days. Meetings will be held onsite or via video conference to review designs and production details.

Period of Performance
The contract period begins on December 16, 2024, and ends on April 30, 2026.

Place of Performance
The contract will be performed at the Library of Congress located at 101 Independence Avenue SE, Washington DC.
