Internal Revenue Service (IRS) is issuing this RFQ, open only to small business concerns that hold an existing MAS, category 56131 by quote submission date. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04 effective 01/30/2022. The Government intends to establish a single award, Blanket Purchase Agreement's (BPA) for Executive Search and Recruitment Services (ESRS). Call Orders will be issued on a firm-fixed price basis based upon the prices established in the resultant BPA. The Government anticipates establishing a base year plus 4 option years, single award BPA. The North American Industry Classification System (NAICS) code for this project is 561312-Executive Search Services and the size standard is $30 million. The Product Service Code (FSC) is R431 Support - Professional: Human resources. All GSA MAS terms and conditions shall apply. Vendors are encouraged to provide additional discounts in quote submissions. The Government requires a minimum quote validity period of sixty (60) calendar days. All questions concerning this RFQ must be submitted no later than 11:00 AM EST, February 28, 2022, using the Contractor Question and Answer Template (Attachment E), by email with the subject line "Questions RFQ1536499 ESRS" to machelle.y.monroe@irs.gov. Telephonic inquiries will not be accepted. Any questions received after this date and time will not be answered.
