REQUEST FOR INFORMATION (RFI) MARKET RESEARCH ONLY

1. Purpose

This Request for Information (RFI) is issued solely for market research and planning purposes in accordance with FAR Part 10.

This notice:

- Is NOT a solicitation

- Does NOT constitute a Request for Proposal (RFP) or Request for Quote (RFQ)

- Does NOT obligate the Government to issue a solicitation or award a contract

Responses are voluntary and will be used to determine acquisition strategy, including potential small business set-aside decisions.

2. Requirement Overview

The Government is seeking information from qualified vendors for the following:

Project Area: Federal Bureau of Prisons Women and Special Populations Branch (WASPB)

Objective: The FBOP is seeking someone to develop and deliver a comprehensive trauma-informed training program that is responsive to women's needs for executive leadership.

3. Set-Aside Market Research

The Government is conducting market research to determine the availability of capable small business concerns and to support a potential set-aside decision in accordance with FAR Part 19

Background
The Federal Bureau of Prisons (FBOP), an agency of the Department of Justice, oversees the custody and care of approximately 158,000 federally incarcerated individuals across 122 institutions in the United States. The FBOP's Women and Special Populations Branch (WASPB) is responsible for addressing the unique needs of women incarcerated in federal facilities.

This Request for Information (RFI) seeks to gather market research to develop a trauma-informed training program aimed at enhancing executive leadership capabilities specifically for facilities housing women.

Work Details
The contractor will develop and deliver a comprehensive trauma-informed training program tailored to the needs of women in correctional settings. Key tasks include:
1. Designing a customized curriculum that addresses principles relevant to incarcerated women, focusing on trauma-informed communication and management strategies.
2. Facilitating engaging training sessions that may involve workshops, role-playing exercises, case studies, and group discussions.
3. Ensuring all content is evidence-based and recognizes the unique experiences of incarcerated women.
4. Incorporating techniques for trauma-informed communication to create a supportive environment for both employees and the incarcerated population.
5. Covering specific areas such as responsiveness to women's needs, trauma-informed leadership strategies, building a culture of safety, ensuring sexual safety in accordance with PREA standards, data-informed leadership practices, and cultural considerations for special populations.
6. Providing ongoing consultation with FBOP regarding any challenges or new requests during the contract period.

Place of Performance
The training will primarily take place at the FBOP’s Management & Specialty Training Center (MSTC) located at 11900 East Cornell Avenue, Aurora, CO 80014.

Bidder Requirements
Bidders must demonstrate experience in advocacy for justice-involved women and their families, knowledge of treatment approaches for victims of abuse, and cognitive-behavioral interventions on national or international levels. Contractors must provide resumes and proof of qualifications for key personnel who will perform services under the contract. All personnel must be approved by FBOP before providing services and must possess necessary security clearances as per Homeland Security Presidential Directive 12 (HSPD 12). Additionally, contractors should have experience training high-level correctional employees.
