Executive Airlift Flight Dispatch Services   3

Synopsis

The 316th Contracting Squadron intends to procure services for Executive Airlift Flight Dispatch of four Boeing 757-200 (designated C-32A), four Boeing 737-700 (designated C-40B) and seven Boeing 737-700 (designated C-40C) Commercial Derivative Aircraft (CDA). Although Very Important Person Special Air Mission (VIPSAM) operations are not identical to commercial operations, the geographical scope is worldwide and the level of service provided to Federal Aviation Administration's Part 121 commercial ops is the most rigorous and thorough. The contractor shall provide flight dispatch services comparable to existing commercial airline 24/7/365 world-wide operations. Performance shall be in accordance with all applicable laws, standards, instructions, executive orders, commercial practices, and requirements contained in the Performance Work Statement. A firm-fixed price contract award is contemplated at a mutually agreed upon price for one base period and four option periods to follow. This action will utilize full and open competition. The applicable North American Industry Classification System (NIACS) code is 488190, with a business size standard of $35M. The anticipated period of performance for the base period is 1 February 2022 through 31 January 2023. This action includes four (4) subsequent, 12 month option periods; spanning from 1 February 2023 through 31 January 2027. It is anticipated the solicitation (FA286021R0013) will be issued electronically on or about 27 September 2021 on the Contract Opportunities web page at sam.gov. Paper copies will not be available.
