EXCLUSIVE USE (EU) HELICOPTER (HELO) Type III NON-   3

Background
The Bureau of Land Management (BLM) is seeking exclusive use helicopter (HELO) Type III non-fire resources flight services to support its operations in the Arctic District Office. The goal of this contract is to ensure reliable aerial support for various BLM missions, which may include transportation, monitoring, and other logistical needs in remote areas.

Work Details
The contractor must provide the following services:

1. Remote internet access capability and communication means for employees in the field, including satellite phones and other communication devices.

2. An inReach Satellite enabled texting device or equivalent for communication with BLM staff during field operations.

3. A satellite phone system based on the Iridium network for flight following and maintenance communications, with an estimated usage of approximately 1,000 minutes per season.

4. VFR GPS systems that can display real-time GPS tracks of all flights, with data transfer capabilities upon request, including date and graphical overlays of flight paths on aeronautical charts.

5. Maintenance of a track log for all flight paths, providing BLM with date, time, latitude/longitude of takeoffs and landings before the end of each field season.

Period of Performance
The contract will be performed from May 1, 2025, to April 30, 2030.

Place of Performance
The services will be performed in various locations within the Arctic District Office area.
