Background
The FIMP Contract 6b Pilot Project is initiated by the US Army Corps of Engineers, New York District, aimed at flood mitigation through nonstructural home elevation. The project focuses on elevating up to 66 structures to the Design Flood Elevation (DFE) as defined by FEMA and New York State requirements. This initiative seeks to significantly reduce the risk of flooding for participating homeowners while ensuring compliance with local, state, and federal laws.

Work Details
The scope of work encompasses design, homeowner meetings, and construction tasks including: disconnecting utilities; excavating around building footprints; evenly jacking up structures with appropriate cribbing/supports; installing new foundation elements; installing new floors where applicable (e.g., slab separation); lowering houses and securing them to new foundations; reconnecting utilities; and conducting post-construction activities.

Floodproofing measures may include filling basements, protecting utilities, and raising air conditioning units or louvers as necessary. The project aims to elevate homes to the DFE, which is set at the 1% Annual Exceedance Probability flood elevation plus 2 feet of freeboard and an additional 18 inches per New York State regulations. Homes will be screened for structural integrity and potential hazards such as lead or asbestos prior to participation. Homeowners must vacate properties during construction until final Certificates of Occupancy are issued.

Period of Performance
The period of performance is estimated at 740 days from Notice to Proceed (NTP) to project closeout, based on assumptions regarding crew numbers and initial home counts.

Place of Performance
The construction projects will take place in the Towns of Babylon and Brookhaven, New York.
