Exception to Fair Opportunity for the MACRO Bridge Task Order

Background
The General Services Administration (GSA) Assisted Acquisition Services (AAS) is proposing the award of a sole source Cost-Plus-Fixed-Fee (CPFF) Task Order (TO) for the Mission Awareness Capabilities Ramp-up and Optimization (MACRO) Task Order Bridge.

This effort supports the Department of Defense (DoD) by providing continued comprehensive system engineering services, including Program Management, Analytical and Execution Planning Services, Engineering, Development, Integration, and Sustainment Services, Test and Evaluation Services, and Training Support.

The need for this bridge arises from funding constraints and evolving mission priorities within the U.S. Army, necessitating uninterrupted support until the award of a competitive Integrated, Next-Generation, Versatile Intelligence Capabilities Technologies and Applications (INVICTA) TO.

Work Details
The scope of work under this bridge contract includes:
1. Program Management Support: Management and oversight of contractor activities, facilitating communications between government and contractor personnel, tracking TO requirements using industry best practices.
2. Analytical and Execution Planning (AEP) Services: Providing expertise to identify new capabilities and counter emerging threats through analysis, cost-benefit analysis, and scheduling for prototyping and integration.
3. Engineering, Development, Integration, Sustainment (EDIS) Services: Delivering EDIS services for approved ETAK solutions in software and hardware development based on analysis reports.
4. Assessment, Experimentation, and Demonstration (AED) Services: Conducting field experimentation on hardware/software concepts and operational demonstrations during exercises or evaluations.
5. Training Support: Developing training documentation and providing training for operational systems and mission training.

Period of Performance
The planned period of performance is a 6-month base period with one 6-month option.

Place of Performance
The primary place of performance is Fort Belvoir, Virginia, with additional work occurring at multiple locations in the Continental United States (CONUS) and Outside the Continental United States (OCONUS).
