Exception to Fair Opportunity - BRIDGE - USAFCENT Integrated Joint Special Technical Operations (IJSTO) Support

Background
The General Services Administration (GSA) is issuing this Exception to Fair Opportunity (EFTO) justification to support the award of a bridge contract for Integrated Joint Special Technical Operations (IJSTO) Support services for the United States Air Force Central (USAFCENT).

The agency has an ongoing requirement for specialized personnel with technical expertise to develop and maintain Special Access Program integrated Operational Plans for various contingencies within the USAFCENT Area of Responsibility (AOR). This contract aims to ensure continuity of operations and prevent service disruption as the current contract is set to expire.

Work Details
The contractor will provide high-level analytical services and consulting expertise in several areas, including: program management, operational employment of airpower, joint operations, Special Operations Force integration, intelligence, logistics, Air Operations Center (AOC) operations, deliberate and contingency planning, operational employment of air combat weapons systems, and other mission-critical functional areas.

The contractor must have personnel with experience in a numbered Air Force or component command staff, hold Top Secret/Sensitive Compartmented Information (SCI) clearances, and be familiar with the Joint Operational Planning and Execution System (JOPES). The contract will include support to Headquarters USAFCENT, deployment locations, and subordinate units.

Period of Performance
The bridge contract is structured for a base period of 6 months with three 1-month option periods, totaling up to 9 months.

Place of Performance
The services will be performed at Headquarters USAFCENT located at Shaw AFB, SC.
