Amendment 2 - posts RFIs and answers.
Amendment 1 - Changes Payment and Performance Bonding requirements from 100% to 20%.
The Marine Design Center of the U.S. Army Corps of Engineers (USACE) is soliciting for one new Excavator Barge for the USACE St. Paul District for use in support of its maintenance mission on the inland navigation system, in accordance with the attached specifications.
See the attached solicitation for full specifications and drawings.
The bid opening will be held September 6th, 2023 at 12:00 noon at 1650 Arch Street, Philadelphia PA. Bids shall be submitted in accordance with the directions in the solicitation. No electronic submissions will be accepted.

Background
The Marine Design Center of the U.S. Army Corps of Engineers (USACE) is soliciting for one new Excavator Barge for the USACE St. Paul District for use in support of its maintenance mission on the inland navigation system. The completed vessel will be ABS classed.

Work Details
The contractor shall include, as a minimum, all costs to provide and deliver the following: Using the contract and reference drawings provided in the procurement package, complete the design for production and fabrication of the barge.
Fabricate one barge to the specifications of this contract.
Test all barge related equipment, systems, piping, and electrical systems.
Obtain ABS Class for the barge.
Deliver the completed barge to a designated location.
Final Acceptance Demonstrations at the Corps’ designated point of Final Acceptance of the completed floating crane barge.

Period of Performance
Bid opening will be held on September 6th, 2023 at 12:00 noon at 1650 Arch Street, Philadelphia PA.

Place of Performance
The completed vessel will be placed in service with the St. Paul District of the U.S. Army Corps of Engineers and will be used by the District in support of its maintenance mission on the inland navigation system.
