The Naval Surface Warfare Center, Panama City Division (NSWC PCD), Contracts Department, 110 Vernon Avenue, Panama City, FL 32407-7001, Intends to award a a Firm Fixed Price (FFP) contract on a sole source basis to Innerspace Systems Corp. (ISC), 1711 Midway Ct, Centralia, WA 98531 SDVOSB. to acquire EX 28 Mod 0 Underwater Breathing Apparatus (UBA) Rebreathers, Experimental (EX) 28 Mod 0 UBA , EX 28 Mod 0 O2 , support equipment, and peripheral . This procurement is to provide the , electronic designs, and associated assemblies for the EX 28 Mod 0 UBA. This acquisition includes two fully assembled EX 28 Mod 0 UBA's, s, EX 28 Mod 0 assembly. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This J&A does not authorize acquisition for other requirements. The total value of this procurement is . All equipment and software are to be delivered no later than sixty (60) days after contract award. Funding will be fiscal year 2022 Research, Development, Test, and Evaluation (RDT&E) funds. Per FAR Part 6.302-1, 10 USC 2304(c)(1) [10 U.S.C. 3204(a)(1)], Only one responsible source and no other supplies or services will satisfy agency requirements.
ISC is the only responsible source capable of providing the EX28 UBAs and source code for the following reasons. NSWC PCD conducted an analysis of alternatives for a specialized research diving detachment (SRDD) underwater breathing apparatus in 2009. ISC was the only manufacturer able to provide test UBAs and complete the extensive qualification testing required to achieve system certification. ISC's MK 28 Mod 0 UBA was certified in June 2011. As a certified UBA, it is approved for use by SRDD. Based on the above, ISC was tasked with providing the EX 28 Mod 0 (a modification of the MK28 Mod 0 UBA) for testing and certification as a saturation capable UBA. Certification testing for the EX 28 Mod 0 UBA has been completed. Class certification restricts the configuration of the item and source controls the vendor per the system certification documentation. In summary, ISC is the sole manufacturer of the EX 28 Mod 0 and owns all of the intellectual properties for this design and therefore is the only source for the required equipment and software that will meet Government's needs.
