Evidence Tracking System

Background
The U.S. Securities and Exchange Commission (SEC) is seeking to negotiate and execute a sole source contract with Inovitech, LLC for the Evidence Tracking System (ETS). The SEC's mission includes overseeing securities markets and protecting investors. The ETS is crucial for managing electronic discovery service requests related to investigations and litigation. This justification outlines the need for continued support and enhancements of the ETS, which is built on Inovitech's proprietary IS-A-TASK application.

Work Details
The contract will provide licensing, Operations and Maintenance (O&M) support, and specialized enhancements for the ETS tool. The ETS system tracks SEC investigative and litigation data, manages requests from contractors supporting eDiscovery efforts, and provides reporting capabilities for attorneys and staff. Key tasks include:
1) Enhancements to project submission processes;
2) Improved reporting capabilities;
3) Enhanced user experience;
4) Additional Application Programming Interface (API) capabilities. O&M support will cover all components of the production system to ensure stability, availability, accessibility, and reliability.

Period of Performance
The contract consists of a base period with four option periods, spanning a total of five years.

Bidder Requirements
Inovitech LLC is the sole provider capable of delivering required support due to its proprietary software application. The contractor must have unique qualifications related to the IS-A-TASK application, including institutional knowledge of its integration within SEC operations. A licensing agreement with Inovitech is necessary to utilize IS-A-TASK.
