Description

The Mission and Installation Contracting Command Fort Bliss is issuing this solicitation to identify parties having an interest in and the resources to support and provide venue space and services.

The requirement is for a one-day service contract to provide a commercial venue and comprehensive event support services for the SMC Class 76 Graduation Ceremony on 11 June 2026 in El Paso, Texas. The contractor shall furnish all personnel, equipment, supplies, tools, materials, and services necessary to support the full execution of the graduation event. Required services include venue rental, staging, audiovisual production, lighting, projection capability, security operations, general labor, custodial support, medical standby, and associated equipment as specified in the PWS. The contractor shall ensure the facility accommodates 8,000 10,000 attendees, provides designated seating for graduates and VIPs, and meets all accessibility, safety, and operational requirements. All services must comply with applicable Federal, State of Texas, and local regulations, as well as OSHA and installation safety standards.

The intention is to procure these services on a competitive basis.

Background
The Mission and Installation Contracting Command – Fort Bliss is issuing this solicitation to identify parties interested in supporting and providing venue space and services for the SMC Class 76 Graduation Ceremony.
The goal is to procure comprehensive event support services for a graduation ceremony scheduled for June 11, 2026, in El Paso, Texas.

Work Details
The contractor shall provide a commercial venue and comprehensive event support services including: venue rental, staging, audiovisual production, lighting, projection capability, security operations, general labor, custodial support, medical standby, and associated equipment as specified in the Performance Work Statement (PWS).

The facility must accommodate 8,000–10,000 attendees with designated seating for graduates and VIPs while meeting all accessibility, safety, and operational requirements.
Specific tasks include:
1. Providing a Project Manager to oversee technical aspects on the day of the event.
2. Setting up audio-visual equipment including live streaming capabilities.
3. Ensuring all necessary supplies such as wireless microphones, podiums, video cameras, tables, chairs, electrical drops are available during the rehearsal and graduation.
4. Managing concession beverage sales during the event.
5. Providing a stage that meets specified dimensions and accessibility requirements.
6. Displaying names and distinctions of graduates during the ceremony.

Period of Performance
The contract will be performed on June 11, 2026, with setup beginning at 5:30 AM and teardown concluding at 5:00 PM on the same day.
