CANCELLATION NOTICE

This notice is to communicate to industry that NASA Langley Research Center (LaRC) hereby cancels the solicitation for Evaluations, Assessments, Studies, Services, and Support 4 (EASSS 4) 80LARC24R0011.

LaRC has determined that it is unable to proceed with the procurement due to uncertainty surrounding its future budget allocations. Therefore, no award shall be made, and the solicitation is effectively cancelled.

Industry is encouraged to monitor SAM.gov for all future opportunities at LaRC. We appreciate the interest in doing business with NASA.

You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Langley Research Center's (LaRC's) Evaluations, Assessments, Studies, Services, and Support 4 (EASSS 4) solicitation. The principal purpose of this requirement is to provide evaluations, assessments, studies, services, and support for the Science Office for Mission Assessments (SOMA) and other NASA organizations as designated in individual task orders.

NASA will conduct this acquisition as a small business set-aside competition. The North American Industry Classification System (NAICS) code for this acquisition is 541715 and the small business size standard is 1,000 employees.

This competitive acquisition will result in a Cost-Plus-Fixed Fee (CPFF) Indefinite Delivery/Indefinite Quantity (IDIQ) contract with the ability to issue CPFF task orders. The contract will have an effective ordering period of five (5) years from the contract effective date.

Documents related to this acquisition, including the cover letter, the solicitation, attachments, exhibits, and any amendments will be attainable electronically from the World Wide Web through the Government-wide point of entry website at www.SAM.gov. Potential Offerors are responsible for periodically monitoring the websites for updates.

NASA FAR Supplement (NFS) clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.

This RFP does not commit NASA to pay any proposal preparation costs, nor does it obligate NASA to procure or contract for these services. This request is not an authorization to proceed and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.

In accordance with NFS 1815.201(f), a Blackout Notice has been issued to NASA personnel. Background
The National Aeronautics and Space Administration (NASA) Langley Research Center (LaRC) is issuing a Request for Proposal (RFP) for the Evaluations, Assessments, Studies, Services, and Support 4 (EASSS 4). The primary goal of this contract is to provide evaluations, assessments, studies, services, and support specifically for the Science Office for Mission Assessments (SOMA) and other designated NASA organizations through individual task orders. This acquisition is set as a small business set-aside competition.

Work Details
The contractor will be responsible for delivering all necessary resources to perform the tasks outlined in the Performance Work Statement (PWS) included in Section J as Exhibit A. The scope of work includes evaluations, assessments, studies, services, and support as required by NASA. The contract will be structured as a Cost-Plus-Fixed Fee (CPFF) Indefinite Delivery/Indefinite Quantity (IDIQ), allowing for the issuance of CPFF task orders. The minimum quantity of work ordered through task orders will be $100,000 with a total maximum contract value of $99,750,000 over five years. The contractor must also comply with various clauses regarding organizational conflicts of interest and security requirements.

Place of Performance
The work will primarily be performed offsite and at other locations specified in individual task orders.
