Evaluation and Improvement Capability Support   2

Background
The Defense Health Agency (DHA), specifically the J5 Analytics and Evaluation Division (AED), is seeking to award a bridge contract for Evaluation and Improvement Capability Support (EICS) services to Science Applications International Corporation (SAIC). This action is necessary to ensure continuity of services while awaiting the award of the Total Health Analytics Nodal Operations Support (THANOS) III Contract, which is critical for foundational support in measure development, information delivery, and reporting within the Military Health System (MHS).

Work Details
The EICS services will include:

1. Continued support for Measure Development and Information Delivery across both legacy systems and MHS GENESIS.

2. Dashboard sustainment for over 290 measures and support for the J5 AED MHS Storefront including the Near Real-Time Dashboard.

3. Response to ad-hoc development requests supporting Congressional Taskings and DHA Senior Leader priorities.

4. Development of additional web-based platforms and advanced SharePoint applications, including bio-statistics.

5. Application-specific development supporting various DHA tools such as the Quality Payment Program Tool, Enterprise Measure Library, Health Manpower and Personnel Data System (HMPDS), and Health Affairs task tracker utilized by DHA Governance Office/Health Affairs Cell.

Period of Performance
The contract will have an eight-month base period from November 20, 2024, to November 19, 2025, with four one-month option periods extending through July 19, 2025.
