Background
The National Park Service (NPS) is seeking to acquire exclusive use helicopter flight services for Sequoia and Kings Canyon National Parks. The goal of this contract is to support various government natural resource missions, including law enforcement, fire suppression, search and rescue operations, and other administrative activities. The contractor will provide fully operated and maintained helicopter services to ensure the effective execution of these missions.

Work Details
The contractor will be responsible for providing a helicopter, personnel, fuel servicing vehicle, fuel, and all associated equipment necessary for the operations. Services include:
1. Transporting personnel and cargo in support of government missions.
2. Conducting short-haul operations, search and rescue missions, fire monitoring, initial attack operations, prescribed fire activities, aerial ignition, and law enforcement surveillance.
3. Ensuring compliance with FAA regulations regarding oxygen use during flights above 10,000 feet PA but less than 18,000 feet PA for periods up to two hours.
4. Maintaining aircraft under exclusive use and control 24/7 during the contract period.
5. Establishing effective working relationships with NPS personnel to ensure mission success.

Period of Performance
The contract will be performed from April 1, 2026 to March 31, 2031.

Place of Performance
Sequoia and Kings Canyon National Parks.
