Estes-Pole Hill-Flatiron 115-kV Double Circuit Rebuild   3

Background
The Department of Energy, through the Western Area Power Administration, is issuing a Request for Technical Proposals (RFTP) for the Estes-Pole Hill-Flatiron 115-kV Double Circuit Rebuild project. This project aims to enhance electrical and communication infrastructure by replacing an existing wood pole transmission line with a more robust steel monopole system.

The goal is to ensure continued electrical and communications service during construction while addressing the needs of the Rocky Mountain Customer Service Region.

Work Details
The principal components of work include:

- Removing 30 miles of existing 115-kV wood pole transmission line between Estes, Pole Hill, and Flatiron substations;
- Installing approximately 15 miles of 115-kV double circuit steel monopole transmission line structures;
- Installing conductor and optical ground wire (OPGW);
- Establishing overhead and underground fiber connections to substations and communication sites.

The construction must be sequenced to maintain electrical and communications services as much as possible. Additionally, bidders must provide evidence of:

1) Installation of at least thirty 115-kV or above multi-section steel monopole transmission line structures;
2) Installation of at least thirty concrete foundations using drilling methods in rock;
3) Installation of transmission line conductor with a minimum elevation change of 2,000 feet over a single line section not exceeding 15 miles.

Period of Performance
The contract will be performed over a period of 547 calendar days following the notice to proceed.

Place of Performance
The construction projects will take place in the vicinity of Estes, Pole Hill, and Flatiron substations.
