Description

The U.S. Army Corps of Engineers (USACE), Portland District, intends to award a firm fixed price Job Order under a Master Ship and Repair Agreement (MSRA) for overhaul, maintenance, and repair to the Dredge ESSAYONS. Major work items that may be associated with the overhaul and dry docking can be found at the bottom of this announcement. The complete list can be found within the attached invitation for bid (IFB).

SITE VISIT (Ship Check):
For a Contractor to be determined responsible and eligible for award, a representative of the contractor MUST attend one of the available site visits. The dates for the site visits are:

21 July 26 Astoria, Oregon

28 July 26 Westport, Oregon

04 August 26 Astoria, Oregon

If a Contractor would like to request a different day to meet their travel requirements, that can be arranged with 5 days of advanced notice. The actual pickup locations will be confirmed within 3 days of each visit, with the vessel location intended to be no more than 90 minutes away from Portland, Oregon.

Site visits will begin promptly at 9:00 AM Pacific Time. All offerors will be required to wear Personal Protective and Safety Equipment (PPE) that meets the requirements of EM 385-1-.

1. PPE WILL NOT be provided by USACE. The Dredge Essayons is currently in the operational dredge season. Due to the current operational schedule, the details for the location of the site visit dates above are subject to change. To schedule a site visit, please contact Mr. Ian Lutjens at ian.k.lutjens@usace.army.mil. Some of the potential locations will require a Transportation Worker Identification Certification (TWIC) card to obtain entry, if you do or do not have a TWIC card, please make the Point of Contact aware of this information.

All overhaul work shall be performed at the Contractor's facility. The Government will deliver the vessel to the contractor facility. Upon completion of the overhaul, USACE personnel will conduct dock and sea trials which the vessel must pass prior to delivery and acceptance of the vessel back to the Government. Prospective contractors must have, or be capable of, entering into a MSRA with USACE, Portland District. Every prospective contractor that wishes to be considered for the award of the job order from this IFB must have an active MSRA with Portland District prior to award. If a prospective contractor wishes to submit a bid for this job order and has not already entered into a MSRA for overhaul of the vessel with the Portland District, then please contact Mr. Ian
Lutjens at ian.k.lutjens@usace.army.mil.

This IFB is issues on a full and open competition basis in electronic format only. Paper copies of this IFB will not be available.

Bidders shall submit their bids via email to Brandon Lasich at brandon.m.lasich@usace.army.mil and Ian Lutjens at ian.k.lutjens@usace.army.mil no later than the date and time established in Block 9 of the standard Form (SF) 33,
or Block 14 of the most recently issued SF30 as applicable.

The American Bureaus of Shipping International Load Line Certificate will be endorsed during this availability. The Drydock Examination, Internal Structural Review and the Annual Inspection for renewal of the U.S. Coast Guard Certificate of Inspection will be performed during this availability.

Background
The U.S. Army Corps of Engineers (USACE), Portland District, is seeking to award a firm fixed price Job Order under a Master Ship and Repair Agreement (MSRA) for the overhaul, maintenance, and repair of the Dredge ESSAYONS. This contract aims to ensure the operational readiness and compliance of the vessel, which is essential for USACE's mission in maintaining navigable waterways.

Work Details
The contractor will be responsible for all management, supervision, labor, subcontracting services, facilities, utilities, equipment, tools, lubricants, fuels, and materials necessary to execute the overhaul and repair of the dredge ESSAYONS. Major tasks include:

The anticipated period of performance will start after the notice to proceed is issued by the KO, with shipyard availability from December 3, 2026, through February 22, 2027. The contractor must maintain the vessel on drydock for a minimum of 60 continuous days.

Place of Performance
The overhaul work will be performed at the contractor's facility; however, site visits will occur in Astoria and Westport, Oregon.

Bidder Requirements
Contractors must have an active Master Ship Repair Agreement (MSRA) with USACE Portland District prior to award. They are required to attend a site visit for eligibility determination and must possess or be capable of obtaining necessary certifications such as Transportation Worker Identification Certification (TWIC) if required for entry.
