1. Purpose
Pursuant to Federal Acquisition Regulation (FAR) Part 10, the Department of War Education Activity (DoWEA) Procurement Office is currently conducting market research to identify companies capable of and qualified to provide comprehensive Esports Program Support Services for the DoWEA Pacific Region.
This Request for Information (RFI) is issued solely for conducting market research and does not constitute a Request for Proposals (RFP), Invitation for Bids (IFB), Request for Quotations (RFQ), and does not obligate the Government to any current or future commitments.
2. Scope of Work (Draft)
The anticipated requirement is for a commercial services contract to provide centralized management and operational support for the DoWEA Pacific Region Esports Program serving Department of War (DoW) schools throughout the Pacific.
The contractor shall provide services including, but not limited to:
- Annual esports program planning and management
- League administration
- Competition scheduling and coordination
- Tournament management
- Match operations and real-time competition support
- Technical advisory services
- Esports platform support
- Coach development resources
- Student leadership resources
- Digital citizenship training
- Collegiate esports recruiting support
- Event planning
- Virtual event coordination
- In-person championship event support
- Live streaming and broadcast management
- After-action reporting
- Monthly program status reporting
Services will primarily be performed virtually with travel required to support the annual Far East Championship event in Japan.
The period of performance for these services are anticipated to start on 01 October 2026. For purposes of this acquisition, the North American Industrial Classification System (NAICS) code is 611710, Education Support Services, Size Standard, $24.0M.
The Product Service Code (PSC) is R499, Support Professional, Other.
3. Requested Information
If your company is interested, capable, and qualified to provide these services, please submit the following:

Please provide a brief description of your company's qualifications, relevant experience, and technical capabilities to meet the draft scope of work. Include:

- Ability to support events occurring in the Indo-Pacific time zones.

- What esports management platform(s) do you currently utilize?
- Have you supported K-12 educational esports programs?

- Can your organization provide live match administration?
- Can your organization provide livestream production for remote audiences?
- Can your organization provide collegiate recruiting resources?

- What cybersecurity controls are utilized for your platforms?

5. Disclaimer
This RFI is issued solely for information and planning purposes. It does not constitute a solicitation and shall not be construed as a commitment by the Government. The Government will not reimburse respondents for any costs incurred in responding to this notice.
Please note that vendors are required to be registered in the System for Award Management (SAM) database at the time an offer/quotation/proposal is due to comply with the annual representations and certifications requirements. Therefore, only businesses with an active SAM registration will be eligible to receive any resultant contract(s) with the Department of War Education Activity.

The Department of War Education Activity (DoWEA) is responsible for managing educational programs for the Department of War (DoW), operating 160 accredited schools globally.
The DoWEA Pacific Region seeks to enhance student engagement and leadership through a structured Esports Program, which requires comprehensive management and operational support services.

The contractor shall provide centralized management and operational support for the DoWEA Pacific Region Esports Program. Services include:

The contractor will also ensure compliance with DoWEA policies and provide monthly updates to the Contracting Officer Representative (COR). Services will primarily be performed virtually with travel required for the annual Far East Championship event in Japan.

Bidder Requirements
Bidders must demonstrate experience in providing comparable scholastic or collegiate esports program management services. They should have experience supporting K-12 educational organizations or military educational organizations. Bidders must also have the ability to support events occurring in Indo-Pacific time zones and be able to travel internationally for events. Additionally, bidders should provide a capability statement detailing their qualifications and relevant experience.
