DLA Energy will utilize the 3rd Generation Department of Energy (DOE) Super Energy Savings Performance Contracts (ESPC) Indefinite-Delivery/Indefinite-Quantity (IDIQ) to award a Task Order (TO) for the customer's requirement. The DOE Super ESPC IDIQ contracts were awarded to 21 Energy Service Companies (ESCOs) based on their capability to meet specified ESPC terms and conditions, with a contract term up to 25 years allowed under 42 USC 8287. Through ESPCs, prequalified ESCOs finance, develop and implement energy conservation measures (ECMs) for federal agencies at no upfront cost to the installation. The return to an ESCO is a contractually determined share of the energy cost savings generated by the ESPC project. Prior to award of TO, the ESCO conducts a comprehensive energy audit and identifies improvements to avoid facility energy costs and energy related operation and maintenance (O&M) costs. The ESCO guarantees annual cost savings upon implementation of the ECM and privately finances the investment. The delivery schedule is amortized to allow the federal agency customer to pay for ESCO services and debt service from annual cost savings over the term of the contract. The DOE Super ESPC IDIQ contact will be used to award a TO to design, install and operate and ESPC project at Joint Base McGuire Dix Lakehurst. Joint Base McGuire Dix Lakehurst is looking for a comprehensive project to achieve progress toward energy intensity goal, progress toward renewable goal, address specific infrastructure deficiencies, add new capacities, required or desired technologies in line with EO 13834 and 42 U.S.C. 8287 utilizing the DOE Third-Generation ESPC IDIQ contract.
Background
Joint Base McGuire Dix Lakehurst (JB MDL), New Jersey, is undertaking an Energy Savings Performance Contract (ESPC) under the DOE Third-Generation ESPC IDIQ administered by DLA Energy on behalf of the installation to fund and implement energy conservation and renewable energy measures aimed at reducing utility costs while meeting Air Force energy and cybersecurity guidance.

Work Details
ESCO shall evaluate and implement Energy Conservation Measures focused on solar photovoltaic generation with energy storage, combined heat and power, microgrid capability to island critical loads, Energy Management Control Systems, retrocommissioning, and building envelope improvements.

The ESCO will develop a Preliminary Assessment and Investment Grade Audit to determine actual energy consumption, propose metering approaches and install necessary meters, design and install ECMs, and be responsible for operation, maintenance, repair, and replacement of all installed measures for the life of the contract.

The ESCO must pursue applicable credits, rebates, and incentives, clearly demarcate new project savings from existing projects, and prepare an M&V Plan compliant with the Air Force Civil Engineer ESPC 2017 Playbook and cybersecurity guidance AFGM2018-32-01.

Period of Performance
Begins with Preliminary Assessment and Investment Grade Audit phases, continues through design and construction, and extends through a multi-year performance period encompassing operation, maintenance, repair, and replacement of installed measures for the full term of the contract under the DOE Third-Generation ESPC IDIQ.

Place of Performance
Joint Base McGuire Dix Lakehurst (Fort Dix, McGuire AFB, Naval Air Station Lakehurst), New Jersey, covering approximately 456 buildings totaling 8,643,290 square feet.

Bidder Requirements
