ERP PPS DIBBS Modernization

Background
The Defense Logistics Agency (DLA) is undertaking an Enterprise Resource Planning (ERP) program to modernize its existing systems, primarily based on SAP software, to better align with industry standards and improve operational efficiency.

The goal is to upgrade the current ERP environment to the S/4 HANA Cloud, with a focus on implementing SAP Procurement for Public Sector (PPS) and Bulk Fuels Management (BFM) 4.0 by October 2027. This modernization effort aims to streamline logistics and financial reporting requirements while enhancing the overall procurement process.

Work Details
The contractor will be responsible for providing SAP support services as outlined in the Performance Work Statement (PWS). Key tasks include:
1. Program Management and Administration Services: Provide project management support using a Hybrid Agile approach, including participation in sprint planning and project meetings. Designate a Task Order Project Manager responsible for coordinating work and ensuring effective communication with DLA representatives.

2. Environment Build and Transition: Design, build, configure, test, and deploy the SAP S/4 version 2025 along with SAP PPS and BFM 4.0 solutions in a secure cloud environment. Ensure compliance with cybersecurity standards and DLA policies.

3. Hypercare Support: Provide elevated support for 45 days post-go-live to stabilize the environment, monitor performance, and facilitate knowledge transfer to DLA’s long-term support teams.

4. Training Strategy Development: Create a comprehensive training strategy tailored to DLA's needs, including training objectives, content, methodologies, and delivery mechanisms.

5. Risk Mitigation: Identify potential risks during the transition process and develop strategies to address them.

Period of Performance
The contract period of performance spans from October 1, 2025, through September 30, 2026, with options for extensions through September 30, 2029.

Place of Performance
The primary place of performance will be at the contractor’s location as well as various DLA sites including Ft. Belvoir, VA; New Cumberland, PA; Battle Creek, MI; Philadelphia, PA; Columbus, OH; and Richmond, VA.
