Description

This Sources Sought is not a Request for Proposal, Request for Quote, or Invitation for Bid. There is no commitment by the Government to issue a solicitation, make awards, or pay for respondents' expenditures made in response to this notice. Interested vendors are responsible for monitoring this notice for any subsequent amendments. All submissions become government property and will not be returned. Any solicitation issued resulting from this notice will be in a separate announcement. The purpose of this notice is to survey interest and obtain capability statements from industry to assist the Government in shaping the acquisition strategy.

The U.S. Army Corps of Engineers (USACE) Europe District is planning a procurement for an Indefinite-Delivery Indefinite-Quantity (IDIQ) Multiple-Award Task-Order Contract (MATOC) for Erosion Control and Natural Resource Protection services in the country of Germany (with possibly a 10% allowance outside of Germany). The MATOC would have a five-year ordering period with a maximum capacity of $40 M. The MATOC expires at the end of the ordering period or when the maximum capacity is reached, whichever comes first. The North American Industry Classification System (NAICS) code for this procurement is 541620 Environmental Consulting Services.

The Government anticipates issuing an RFP around January 2025, with an ordering period beginning no earlier than April 2025. The solicitation would use the procedures of FAR Part 15 and FAR 16.5, and other regulations and supplements.

PROJECT DESCRIPTION

USACE Europe District requires services for reducing/preventing erosion, revegetation, and rehabilitation of damaged training lands, controlling dust, and protecting natural resources at multiple US military sites throughout Europe over the next five years in support of the US Army's Integrated Training Area Management program see attached draft Statement of Work (PWS). The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to accomplish tasks including but not limited to:

  • Preparation of Work Plans for Erosion Control Work
  • Protecting/Preventing/Repairing Eroded (or Potentially Eroded) Areas
  • Repairing/Constructing Check Dams, Retention Basins, and Dams
  • Install Simple Wooden Structures
  • Cleaning Watercourses
  • Repair/Placement of Pipelines
  • Seeding
  • Construction of Trafficable Crossings
  • Dust Control Measures
  • Repair of Maneuver Trails, Access and Maintenance Roads and Tank Roads
  • Repair of Sinkholes
  • Brush Clearing/Tree Pruning for Threatened and Endangered Species Maintenance and to Meet Training Requirements
  • Survey Work
  • UXO Survey and Identification Using Magnetometer Sweep and Removal of Located UXO
  • Develop Land Rehabilitation and Maintenance (LRAM) Plans
  • GIS Mapping and Database Development
  • Natural Resources Management Actions

CAPABILITIES STATEMENT

Vendors interested in the potential procurement shall submit a brief capabilities statement in English with the following information to assist the Government in developing the acquisition strategy.

  1. Explain if work was performed as a prime or subcontractor.

Background

The primary location for performance will be various US military sites in Germany including USAG Bavaria (Hohenfels and Grafenwoehr), USAG Ansbach, USAG Stuttgart, USAG Kaiserslautern (Breitenwald and Baumholder), USAG Wiesbaden; with potential work in Belgium (Chievres), Bulgaria (Novo Selo), Estonia (Tapa), Hungary (Varpalota and Tata), Italy (Cao Malnisio and Maniago), Latvia (Adazi), Lithuania (Parbrade and Rukla), Poland (Zagan and Drawsko Pomorskie), Romania (Cincu and Mihail Kogalniceanu Airbase).
