Background
This solicitation is issued by the government for the construction of the No Mercy Aircraft Maintenance Hangar at Erbil Air Base (EAB) in Iraq. The contract aims to provide a complete and usable facility that meets the standards outlined in the Statement of Work (SOW). The contractor will be responsible for all aspects of design and construction, ensuring compliance with specified requirements. This is a firm-fixed-price, design-build construction contract with an estimated magnitude between $1,000,000.00 and $5,000,000.00.

Work Details
The contractor is required to perform a comprehensive set of tasks including:

1. Mobilization and Demobilization - All labor, equipment, and materials necessary for the new Aircraft Maintenance Hangar Facility.

2. As Built Drawings - Completion of all labor, equipment, and materials for documentation purposes.

3. Site Survey - Conducting a thorough survey of the site to inform construction plans.

4. Geotechnical Investigation - Performing investigations to assess soil conditions and other geological factors affecting construction.

5. Site Improvement - Enhancements to the site as needed for construction activities.

6. Power Service - Installation of necessary power services for the facility's operations.

7. Construction of the Aircraft Maintenance Hangar - Building a Metal Building System (MBS) pre-engineered or prefabricated metal building including foundations and all associated work.

8. Option for On-Site Batch Plant - An optional task that may be exercised within 180 days of issuing the Notice to Proceed (NTP), which will not extend the period of performance.

Period of Performance
The contract period of performance is set for 365 days from the issuance of the Notice to Proceed (NTP).
