Synopsis:
NASA/NSSC has a requirement for EQuISTM Perpetual License Portfolio & EQuIS Implementation Approach.
NASA/NSSC intends to issue a sole source contract to EARTHSOFT INC 125 S Alcaniz ST STE 2
Pensacola, Florida 32502-6004 under the authority of FAR 13.106-1(b)(1)(i). It has been determined that EARTHSOFT INC is the sole provider of EQuISTM Perpetual License Portfolio & EQuIS Implementation Approach
NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Johnson Space Center (JSC).
The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.
The NAICS Code for this procurement is 541519
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Central Standard Time on 9/18/2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.

Background
NASA/NSSC has a requirement for an EQuIS™ Perpetual License Portfolio and EQuIS Implementation Approach. The contract will be issued to EARTHSOFT INC, which has been determined to be the sole provider of these services. NASA/NSSC will serve as the procuring center for this effort, which aligns with their mission to utilize advanced technology for space exploration and research.

Work Details
The contract includes the procurement of the following items and services:

1. EQuIS™ Perpetual License Portfolio, including:
- EQuIS Enterprise Premium License (1)
- EQuIS Enterprise Premium - Active Client Access Licenses (10)
- EQuIS Professional Standard Library Concurrent User License (1)
- EQuIS Professional PremierD Library Concurrent User License (1)
- EQuIS Collect Named User Licenses (3 Annual Subscriptions)
- EQuIS Enterprise REST API License (1 Annual Subscription)

2. EQuIS Software Maintenance Agreement covering perpetual licenses and subscription licenses.

3. EQuIS Implementation Approach, which consists of two tracks:
- Track 1 includes project initiation (50 hours), configuration (320 hours), online training (68 hours), data management plan (65 hours), and workflow documentation (25 hours).
- Track 2 includes historical data migration evaluation (70 hours) and data transformation/migration (TBD). Total implementation hours are estimated at 598.

Period of Performance
The period of performance for this contract is from October 1, 2025, to May 31, 2026.

Place of Performance
The contract will be performed at NASA White Sands Test Facility located at ATTN: Michael Zigmond, Building 100, Room 104, Las Cruces, NM 88004.
