Description

THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Program Executive Officer Land Systems (PEO-LS), Marine Corps, Quantico, VA 22134 intends to enter into sole source negotiations and subsequently award a Firm Fixed Price contract to VSE Corporation (VSE), 2550 Huntington Avenue, Alexandria, VA 22303-1499 (Cage Code: 31902). This effort is estimated for award in the second quarter of Fiscal Year 2020.

VSE currently supports the Assault Amphibious Vehicle (AAV) Sustainment efforts, which include life cycle support management for the AAVs with a focus on addressing and resolving age, operational, and design limitations needed to retain or improve the aging vehicles at their facilities located within a 50 mile radius of Marine Corps Base (MCB) Quantico, VA under Contract N00178-04-D-4149 Task Order MU62. The AAV program is responsible for extending the life of the AAVs through addressing emergent design issues, potential safety issues, and vehicle design limitations through Engineering Change Proposal (ECP) modifications. These activities continue to be critical for the program despite the recent Marine Requirement Oversight Council's decision to divest of the Assault Amphibious Vehicle Survivability Upgrade program. The anticipated contract will allow Program Manager (PM) Advanced Amphibious Assault (AAA) to continue to maintain the aging fleet of AAVs currently in the fleet until they are replaced by the Amphibious Combat Vehicles (ACV) beginning in FY20.

The Equipment Maintenance Test Support (EMTS) effort requires an enclosed, large-acreage facility capable of testing the AAV and ACV family of vehicles (FOV) on graded track, in aquatic and amphibious terrain conditions, and storing vehicles before, during and after maintenance and testing. Previous Sources Sought Notices posted to Federal Business Opportunities (FBO) resulted in no vendors other than VSE responding. The most recent Sources Sought Notice was posted in April 2019, and resulted in the conclusion that no other vendor possesses the capability to support EMTS requirements in a facility within a 50 mile radius of MCB Quantico, VA. Given this, establishment of a new fully viable EMTS support capability would result in substantial duplication of cost that would not be recovered through competition. In addition, establishment of a new facility would result in significant delays in fulfilling Marine Corps requirements, jeopardizing the continuity of the program.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(A) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."

Unless stated herein, no additional information is available. Requests for the same will be disregarded. Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement, if received within 15 calendar days after the date of the publication of this synopsis. The Government will consider all information received by the response date. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. All submissions become Government property and will not be returned. Contractors are advised the Government will not pay for any information or administrative costs incurred in response to this notice of intent.
