Background
The contract is for the construction of the Equipment Concentration Site (ECS) Warehouse at the Yakima Training Center in Yakima, Washington. The procurement is a full and open competition and requires HUBZone 10% price evaluation. Work Details
The construction of the ECS Warehouse at YTC includes the installation of 'Brand Name' components, specifically the Best Coremax keying systems for all doors included in the project. The justification for other than full and open competition is based on the statutory authority permitting such action as implemented by 6.302-1(a)(2). The reason for this authority cited is that YTC uses Best Lock cores on its buildings base-wide, and Best Coremax is the only manufacturer whose product can satisfy the DPW’s requirement to provide keys and cores that are consistent across the Training Center and provide the necessary level of security.
