Description

The U. S. Department of Agriculture, Agricultural Research Service, at New Orleans, Louisiana requires an equipment maintenance program (EMP) for a Waters Xevo G2-XS mass spectrometer and two Acquity H-class ultra-performance chromatography instruments. Please see the attached Statement of Work for the coverage features that are required. All responsible businesses meeting the requirements may submit a quote which shall be considered by the Agency. The agency is requesting a quote for a Base plus 2 option year periods. Base Year- $ Option Year 1- $ Option Year 2 - $ This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonable priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the Federal Biobased Products Preferred Procurement Program (FB4P).http://www.biopreferred.gov/ CRITERIA FOR BEST VALUE EVALUATION The Government intends to make a single award to the responsible quoter whose quotation represents the best overall value to the government, considering three major areas: technical ability, past performance, and price. A firm-fixed-price Task Order will be awarded to the responsible quoter who submits the quotation considered most advantageous to the Government. Award may be made to a firm other than that quoting the lowest price. QUOTATION SUBMISSION INSTRUCTIONS No specific format for submission of quotation is required, however the quotation shall include, but not be limited to: project details such as technical approach, man hours, hourly rates charged for various disciplines, personnel working on the project, travel and reproduction costs, etc. Please note the underlying GSA FSS provisions/clauses apply to the RFQ and will flow down to any subsequent award.
