Description

This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Epigenetic Clock Development Foundation, 1124 W. Carson Street, MRL Bldg. 3rd Floor, Torrance, CA 90502.

The NIEHS is investing the epigenetic signatures in (DNA methylation) of cigarette smoke exposure in a mouse model. To do so, the lab needs to procure the Clock Foundation Epigenetic Aging Research Array Kits. These array kits will allow the lab to perform high-throughput analysis that are critical in completing studies in a timely and cost-efficient manner. This array will combine mouse arrays with a mammalian array thus providing more coverage of DNA methylation sites while reducing the number of arrays needed by half and allowing us to utilize the limited volume of blood attained from mice. These arrays and reagents are proprietary to Clock Foundation who is the single source for this array.

The applicable North American industry Classification System (NAICS) code for this procurement is 541715 Research and Development In The Physical, Engineering, And Life Sciences (Except Nanotechnology And Biotechnology). Its associated Business Size Standard is 1,000 EM.

NIEHS will solicit and negotiate directly with Epigenetic Clock Development Foundation, and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a capability statement which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM.GOV) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to Valarie K. Sims at sims3@niehs.nih.gov and are due by 10:00 AM, Jul 14, 2022. No faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to Epigenetic Clock Development Foundation.
