Background
The Military Sealift Command (MSC) is issuing a presolicitation for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for lay-berthing services for Expeditionary Fast Transport (EPF) vessels.

The goal of this contract is to ensure that U.S. Government vessels are maintained in various states of readiness, aligning with mission assignments and guidance from supported headquarters. This procurement has been set aside as 100% small business based on market research indicating sufficient interest from small businesses.

Work Details
The Contractor(s) shall provide lay-berthing services for a minimum of two (2) EPF vessels at a time in the Continental United States, commencing on 01 December 2024, for an ordering period of five (5) years (60 months).

The services include:
- Maintenance and material condition assessments by Ship’s Force, Government personnel, and MSC contracted personnel at the lay-berth facility.
- Provision of a safe berth with adequate security, fendering, mooring points, and capability to perform shipboard maintenance.
- Berthing requirements must include adequate strength and area to allow the vessel’s stern ramp deployment.

Period of Performance
Five (5) years (60 months), commencing on 01 December 2024.
