Provide a lay berth for two Expeditionary Fast Transport (EPF) vessels in the Continental United States commencing on 27 November 2023 for up to three years. The EPF ships are Military Sealift Command owned and will be placed in a Reduced Operating Status (ROS-45). Ships will be required to re-activate to full operational status within 45 days of notification; therefore, periodic maintenance and material condition assessments will be completed by Ship?s Force, Government personnel and MSC contracted personnel.
Background
The Military Sealift Command, under the N10 Contracts and Business Management Directorate, is issuing a combined synopsis/solicitation for commercial products and services. The goal is to secure a firm-fixed price purchase order for the EPF Lay Berth project.

Work Details
The contractor is required to provide a comprehensive description of how they will accomplish all tasks identified in the Performance Work Statement (PWS). This includes submitting berth diagrams with plan and elevation views, current water depth soundings, dredging completion certificates if required, copies of pier lease permits, tug support agreements, heavy weather plans, oil spill response plans approved by authorities, cold weather plans, environmental emergency response plans, physical security plans, results of firefighting capabilities assessments, and dehumidification plans.

Period of Performance
The period of performance commences on 27 November 2023 and extends for up to three years.

Place of Performance
The delivery and redelivery of the vessel will occur at an agreed-upon transfer point.
