Description

The Environmental Protection Agency (EPA), in collaboration with the General Services Administration (GSA), is conducting market research to identify potential contractors capable of providing specialized engineering and environmental support services. These services are essential for the Water Infrastructure Finance and Innovation Act (WIFIA) program, which is managed by the EPA's Office of Water, specifically within the Office of Wastewater Management's WIFIA Management Division. The overarching goal of this initiative is to ensure that water and wastewater infrastructure projects benefit from expert technical support throughout all phases, from underwriting and structuring to closing and post-close loan management.

The scope of work detailed in this solicitation involves comprehensive technical support across various disciplines. Contractors are expected to supply a team comprising professional program managers, engineers, scientists, archeologists, architectural historians, biologists, information specialists, statisticians, and administrative professionals. These experts must have extensive experience in water and wastewater infrastructure projects as well as a deep understanding of environmental compliance requirements under federal regulations such as the National Environmental Policy Act (NEPA), Section 106 of the National Historic Preservation Act, Section 7 of the Endangered Species Act, Clean Water Act Section 404, and Magnuson-Stevens Fishery Conservation and Management Act.

Through WIFIA, the EPA offers secured loans up to 49 percent of total eligible project costs for water-related infrastructure developments. This program aims to facilitate significant advancements in water infrastructure by providing necessary financial backing while ensuring compliance with federal standards. The selected contractor will play a crucial role in supporting due diligence activities related to these projects and assisting with loan management tasks including project monitoring and adherence to both environmental and non-environmental federal compliance requirements.
