Description

```html
The U.S. Environmental Protection Agency (EPA), through the Office of Grants and Debarment (OGD), is seeking to enhance its support for Tribes, U.S. Territories, and Insular Areas by providing specialized training and technical assistance. The OGD is responsible for overseeing grants assistance regulations, policies, and guidance activities, ensuring efficient management of EPA assistance programs from inception to completion. This initiative aims to address challenges identified in audit reports by the EPA's Office of the Inspector General (OIG) and the Government Accountability Office (GAO), which highlight inadequacies in administrative and financial systems among Tribal entities managing EPA funds.
The contract seeks a third-party provider to develop a comprehensive grants management training program tailored specifically for Tribes and related entities. The focus areas include improving reporting capabilities such as financial reports, performance reports, single audit submissions and ensuring compliance with required forms like the SF-424. Additionally, the program will address issues related to allowable costs and activities charged to grants that may not meet criteria such as being allocable or reasonable. Another critical area is enhancing equipment and real property management practices among Tribal recipients.
Through this contract, OGD aims to deliver both in-person training sessions across various U.S. locations and technical assistance that leverages Tribal Knowledge for effective collaboration with Tribal communities on their unique grant needs. The contractor will be engaged for an initial period of one year with options for two additional one-year renewals. This partnership will involve close coordination with EPA's OGD as well as other relevant offices within the agency.
