EPA - Technical & Programmatic Support Clean Water Act - MRAS

The U.S. Environmental Protection Agency (EPA), in collaboration with the General Services Administration (GSA), is conducting market research to identify potential contractors capable of providing technical and programmatic support for the effective implementation of Clean Water Act (CWA) programs. This initiative is managed through the EPA's Office of Water, specifically within the Office of Wastewater Management and its Water Permits Division. The primary goal of this contract is to enhance the development and execution of the National Pollutant Discharge Elimination System (NPDES) permitting program, which plays a crucial role in regulating water pollution by controlling point sources that discharge pollutants into waters of the United States.

The scope of work under this contract includes providing environmental consulting services that align with various responsibilities under the CWA. Contractors will be tasked with supporting a range of activities such as conducting Clean Water Needs Surveys, managing State Revolving Funds, and assisting in state authorization activities related to water permits. Furthermore, contractors will aid in implementing regulations under other relevant acts like the Marine Protection, Research and Sanctuaries Act (MPRSA) and provide support for programs addressing stormwater management, sewer system overflows, construction impacts on water quality, pesticide applications, aquaculture operations, and animal feeding operations.

Additionally, contractors are expected to offer expertise in areas such as thermal discharges management under CWA Section 316, industrial discharges regulation through the National Pretreatment Program, and biosolids management. The work requires compliance with all applicable federal, state, and local laws while ensuring collaboration with states, territories, tribal lands, municipalities, and other stakeholders involved in maintaining water quality standards. Each task order issued by an EPA Contracting Officer will outline specific requirements for contractor performance within this framework.
